Sponsored project vs consultancy

I would appreciate input -- especially from private universities --
on the distinction between sponsored projects and faculty consultancies.
Has anyone developed a policy statement that offers guidelines on, or
the limitations of, faculty consulting? I am not really concerned
with the issues of time and effort. I am interested in knowing to
what extent faculty can use their labs and offices -- university-owned
facilities -- in their private consulting. Can students ever assist
faculty in consulting activity? Or does a consultancy become a
sponsored project by virtue of student involvement? How common is
it for consultancies to be administered by the university's sponsored
programs office, either as a requirement or an option?
I would appreciate any thoughts or advice folks can share on this
issue. Thanks.
