Interesting to hear that your contact is acting like some IRS agents
taxpayers have to deal with.  What I have found successful is to obtain the
organizational structure of the section with which you are dealing,
especially the immediate supervisors of your contact person.  Get name,
position, address, fax and Phone #'s.  Give your contact person one last
chance, then politely contact his/her supervisor.  That usually works to get
a response.
