If the agency/PI has the courtesy to notify me of a rejected proposal, I
"deep six" it immediately.  Otherwise, I purge files at least twice a
year, removing all proposals requesting a start date 1 year or more
earlier than my purge date.  In a peak year, I have used a 9 months prior
criterion and only erred twice.
