A delighted faculty member has just received a small contract to do a study for
the IRS. This is my first exposure to the tax folks as a SOURCE of revenue
rather than a destination for it. So far so good. Sort of. HOWEVER, the
contact person appears to ignore both voice mail and (her preferred) fax
communication, as the faculty member warned me and I have confirmed. I would
appreciate hearing from someone who has worked with this funding source, who
maybe can help me begin to ferret out essential information, such as the source
of the "clauses" named, with page numbers, on a badly copied two-page form with
no evidence of what it is citing from, and provide some counsel on "Protest
After Award" (one of the clauses... and I might want to protest, if I could get
anybody to answer the fax/phone).
