A while ago someone on resadm-l offered a copy of their institutional
guidelines for establishing such centers.  I believe this document might
answer some of your questions.  I have/had a copy of it but cannot put
my finger on it.  Hopefully this same person is monitoring the list and
will offer you a copy.
