 Hi Sandra!

 We actually have discussed this issue with the feds.  We charge
 clinical trials 25% TDC.  If we were to apply the total federal MTDC
 rate, we would be killed because of the exclusion of patient costs.
 We did do an anaylsis at one point and discovered that it comes out
 fairly even, with us receiving a bit more from the TDC formula for the
 companies.  The expenses of the negotiations, however, far outway the
 costs of any federally-sponsored clinical trials, and, therefore, the
 companies should pay more.  In total dollars spent on indirect cost,
 one cannot charge the feds more than the companies.
