I called NIH and finally got through to someone who understood my question.
Apparently the new forms will not even be ready for shipment until the end of
August, so we won't see them until late August or early September.  He suggested
that we start using them for the October 1 deadline, but apparently it won't be
mandatory.  There will be another NIH Guide announcement with some
clarifications soon.
RE your question about the wording in the new 398, this stumps me too--my
assumption is that it's a typo.
