Hello,

Can anyone clarify the first major change listed in the NIH Guide on
July 28, 1995?  The statement reads..."Other major changes include
stating that applicants are not to contact consultants (page 22).."
I do not find a statement on page 22 of the revised PHS 398 that
supports this change.  Perhaps I am just brain dead, but this
does not make sense to me.

Also, have we heard anymore on the effective date of use for these
revised applications?  Your assistance is appreciated.
