Restructuring/Decentralizing

There was a good discussion on restructuring earlier this summer. I have
another restructuring issue. Lehigh has eliminated the Office of the Vice
Provost for Research and Dean of Graduate Studies. Our Office of Research and
Sponsored Programs will be reporting to the VP of Finance and Administration
(not an uncommon place for the grants office to be). However, the
administration is eliminating the Graduate School Office as well as the
position of the Dean of Graduate Studies. All applications and processing of
graduate students will be handled by the Dean's offices.
It is new at Lehigh to have the Office of Research report to a non-academic
administrator and for the Graduate School to be decentralized. I would like
to hear from you on the following issues (respond to only those that apply):
A. If your grants/research office reports to a non-academic administrator,
how are "academic" research issues handled (i.e., IRB, conflict of interest,
proposal review/approval)?
