Tony,

I don't think your faculty member was on sabbatical.  He was on release time!
The good news is, he can save his sabbatical.  The bad news is, he won't be
paid 170% effort for 100% effort to the Air War College.  If the money came
into the university to pay for his effort, that's a grant, not a sabbatical.
Unfortunately, this is just an opinion, I have no regs to back it up.
