The information I have is from 1992-93:  Council is an incorporated,
nonprofit academic body whose purpose is to encourage and sustain
high-quality research and related activities dealing with the
development of USSR and Eastern Europe.  Founded in 1978.  Has
guidelines and application; deadline November 1.
