A. Pre-review is done in five working days; Board review in one month.
Exempt and expedited are handled within 2 working days.
B. Pre-review deadline is three weeks befor the Board meeting; final
deadline is 8 days before meeting.  All packets have to be hand delivered
by the Friday before the meeting to allow members the weekend to review.
