We divide the work of the office into 4 kinds of transaction: processing
an outgoing application, conduting and IRB review, conducting an IACUC
review, and conducting a biosafety review; then we divide the number
review, and conducting a biosafety review; then we divide annual budget
of the office by the number of transactions to derive a cost per transaction.
Since the numerator has been decreasing for several years and the
denominator has remained the same at best, that record looks impressive.
