The following information is about competitive awards:
At the NIH Northeast Regional Seminar in Boston, MA (June 12-13, 1995), we
were told by Steven Kaminsky, Program Director for Basic Development
Genetics, Development Biology, Genetics, and Teratology Branch, NICHHD, {and
also happens to be Don Clark's replacement}, that he had the both the
fortune (and misfortune) of informing faculty that they would be receiving
their grant awards.
The unfortunate part was that this typically involved a 25 - 30% cut from
the recommended levels of the study section. These cuts, he had to
explain, had nothing to do with the quality of the proposed science, but
were purely administrative in nature. Further discussion by other Program
officials in attendance at the meeting displayed a fair amount of variance
per institute and program.
In summary, the take home message from this is that cuts as you have
mentioned will probably be a regular part doing business with the NIH both
for non-competitive and competitive awards.

A faculty member at our institution has been advised by program officials
that her existing non-competing grant will be cut in the current year by
approximately 30%. This is occurring four months into the funded year.
Has anyone at other institutions had similar information from NIH?
Thanks in advance for your input.
