Times are changing, we need to track more than dollars (particulary as
dollars become more scarce)!

FPPS, in RAMS may be what you are looking for, but (as you say) one of the
most difficult things will be convincing your "admins and staffers" that
tracking the detail (and changing business practice) is worth the effort.  I
encourage you to rally your faculty behind you!
