 The decision remains exclusively with the awarded institution for NIH,
 and we have done it both ways in terms of transferring and retaining.
 The Department of Education wanted its equipment transferred with its
 PI to our institution in an ongoing study because it was essential to
 the completion of the study and we had no comparable equipment; when
 the study ended and the PI left, DED wanted the equipment to remain
 with us.
