If the granting agency does not view it as a new proposal (NIH uses the
same number) then you are going to have tracking problems if you change it.
We have added fields in the grants database to note revision dates.  For
review purposes in-house, we view the budget as being new if there are any
changes.  However, it is tracked under the original number.
