Are there various ways for counting and/or accounting for revisions in the
various systems out there.  For example, when an NIH revised proposal comes
into the DSR, it is given the same coding number in the information
system, even though it requires a full review.  I believe that if it is a
resubmission then the original should be treated as a denial and the
revision submitted as a new proposal.   Any comments on this and other
types of agency revisions and how they are handled will be appreciated
