I just dealt with the same issue yesterday as part of the Reps and Certs in
a RFP. (The clause I was dealing with was 48 CFR 99, 9903-201-3 Cost
Accounting Standards Notices and Certification [Nondefense].) My
understanding from our local CASB "expert" is that CASB disclosure applies
to any future award of $500,000 or more. If your University has not already
established a date to file a disclosure statement, once you receive your
first award of $500,000 or more your institution will have six months in
which to file the CASB disclosure. Once the diclosure is filed you will
have a disclosure date to insert for future certification requests.
I also have the actual CASB regulation which I can forward to you via e-mail
if you want. I must warn you, it's so long it'll come in 10 messages.
