Wake Forest has just developed a formal policy for this problem which
also attempts to identify equitable ways to retain/regain university
assets  (i.e., matching) when equipment is transferred.  We have also
added to the mix by identifying the process under which internally
funded equipment (purchased with internal seed grant support) can be
transferred.
While there are still gaps (aren't there always?) we think we've got a handle
on at least the control and approval process.  Rather than create another
form, we've adapted the internal routing form for proposals, and
requested that the department write up a brief proposal of how the
equipment, matching, etc., will be handled.  The Direcor of R &SP serves
as advisor to the process to make sure we don't compromise regulations.
That porposal is routed just like a submission, and signed off by all
appropriate parties, with copies distributed to all.  This gets it to
property control, etc.

So far, looks like we've captured (recaptured? recovered? one of those
"re" things!) our original investment on two key projects to the
satisfaction of all concerned.

But, then "tomorrow is another day."
