Teaming Agreements with potential subcontractors Barry W. Tate 31 May 1995 11:16 EST

We have several Contractor Team Agreements (as recognized and defined by
FAR Subpart 9.6) with several entities whereby we agree to subcontract with
them for work related to their expertise and work jointly on research
proposals. Does the fact that we have this agreement, assuming it was disclosed
in the proposal to the granting agency, allow us to simply award a subcontract
to the entity and not go through any "competitive" process for a subcontract
award, such as soliciting proposals from other firms or agencies who can
perform similar work?

Has anyone dealt with issues such as this before? Any comments or input would
be appreciated.
