A-110 as well as the other circulars related to grants management
are apparently going to be offered on GrantsNet which can be
accessed by way of the DHHS gopher.  However, I just checked and
the menus still say "currently under development"

It is also available on the counterpoint federal register
gopher.counterpoint.com, but you have to be subscribed.

I do have it electronically in ASCII format. I tried to mail
it to you, but it's too wide.   Send me a snail mail address
and I'll forward it on disk if you don't have luck elsewhere
