Question for schools that return IDC to departments, PIs, etc.
How does a chair or dean know which monies in her budget are IDC funds?
Surely you want the recipient to know what portion of her income
derives from that source.  At Meharry, IDC monies are treated as
unrestricted funds and pooled with income from tuition; each department
 eceives such funds in a single allotment in an account whose number
begins with a 2.  There's no way to distinguish which dollars came from
tuition and which from IDC.
