At Univ. of WI-River Falls, we return half the recovered IDC to the
college of the submitting dept and half stays with the Vice
Chancellor. The VC uses his half to help support the grants office
and our grants accountant. I get a small chunk to stimulate grant
activity--I send faculty to talk to agencies or to conferences where
they can make contacts, go to DC myself on behalf of faculty, etc.
The half which goes to the colleges is used by the deans as they see
fit. Mostly they use it to stimulate grants activity or scholarship.
The system works pretty well. Seed money definitely helps!
