I understand they will brief the cogr board in s.f., and will be presenting thei
r
plan to senior staff.  they are also looking for about a million dollars from a
 foundation to enable a qualified team of experts to finalize the
 equation/weighting system, based on existing data bases (labor costs,
 energy, etc, by region).

I hope to find out what happens at cogr and if I get any info I will let you
know.
