The Hospital has one hard and fast rule with regard to IntelProp issues.
It holds the patent and negotiates the license for anything that received
ANY Hospital support. The investigator(s) share a cut of the royalties based
on a sliding percentage scale. If a joint industry/hospital proposal looks
like a patentable product could result, the ownership issue is established
during the proposal development phase.

I believe the US Gov't gets a perpetual, noroyalty license for
patents/copyrights from NIH/NSF supported projects. Sorry, I don't have
much experience with SBIR/STTR grants.
