We have a ten-state program for substance abuse prevention, funded by
the US Dept of Ed.  Each state coordinator travels thousands of miles
per year within his/her state.  They are provided with mobile phones.
 We apply the "but for" principle.  But for this program we wouldn't
have purchased mobile phones.  We wouldn't allow any such instruments
to be included in departmental indirect costs so we can stay
consistent.
