This is just a quick question with respect to revised OMB circulars.

When a circular is revised and there are existing awards in place that were
issued under the old circular regulations . . . . . which circular governs
the existing awards?  the old (that it was awarded under) or the new (revised).

I seem to be getting conflicting information on this.....
