Just my two cents worth but I woudl not encourage teh use of grant funds
for this type of expense.  I think teh toll calls are ok but buying or
leasing this type of item will just bring a very negative reaction from
many quarters (i.e. - would you want to read in your local paper that a PI
bought a cellular phone with Fed $$$??).  I would use transitive property
to pay for something more pallatible and less controversial
