 In rare instance and under unusual circumstance the Dept of
 Energy has permitted grant funds to be used to recruit a
 scientist -  when said scientist was to replace another who
 was on the grant before leaving the institution.

          More commonly grants are funded with salaries defined for
          people yet to be recruited.  In these cases, the costs of
          recruitment are not covered by the grant, but the future
          salary of the newly recruited is included.
