Regarding screening applications to foundations, this may be a touchy
area. First, some faculty are prone to send out letters to foundations on
their own, so the institutional offices may not know about some letters
until well after they're submitted. Second, there's the question of which
office -- sponsored projects or development -- submits such letters or
proposals. In the best of all possible worlds the two offices will
communicate about prospective foundation applications to avoid
institutional embarrassment. Of course, there's less chance for
institutional embarrassment when dealing with those foundations which
have organized grant programs and do not limit applications per
institution.
