Yes, all applications, preliminary proposals or letters of intent (which
are usually a form of preliminary proposal) go through our central
offices. We make every effort to snag the inquiries as well, but most
agencies don't require central administrative approval to make inquiries,
so they will send out the information to whomever requests it.  Again, we
wouldn't presume to prevent investigators from obtaining relevant
information.
