First, we encourage our investigators to contact our Resource and
Development Office (aka Sponsored Programs) to request applications,
information, etc., from all possible funding sources (including federal
and foundations).  However, this does not always happen, and we do it not
necessarily to prevent a "disjointed appearance" but to avoid last-minute
surprise applications.

Second, as has been expressed by a number of participants in this
discussion, I too am concerned about issues of "academic freedom" and
some apparent attempts to prevent researchers from contacting what they
believe are appropriate funding sources.  Most foundations are well aware
that researchers are scattered throughout an institution and that they
may receive multiple requests for information from different
investigators at the same university.

Third, we review for adherence to our institution and the funding agency
guidelines and reserve the right to not submit or withdraw an application
if these are not followed.  We also would review applications where only
one is permitted by the funding agency/foundation from the institution.
Finally, we review with respect to cost-sharing requirements (can we
afford it?).  If we can't afford it, we negotiated with the
investigator or don't submit.  Within my own Center, we have not refused to
submit an application because a foundation did not pay indirect costs,
but we make every effort to include every directly attributable expense
in the budget.
