Being at a regional comprehensive university where motivation of faculty and su
pport from the research office is vital to encouraging faculty to seek external
 funding, I would NEVER deny permission for a proposal to be submitted. Whether
 the proposed work falls within the university, college, department mission is
the responsibility of the Provost, Dean, and/or Chair. If they sign off on the
transmittal form indicating their support, then the proposal will be submitted.
 If I perceive potential problems, I'll contact one or more of these people and
 discuss it with them. But, I leave the final decision to them. That way I main
tain my credibility with the faculty and continue a good working relationship.
Anyway, deciding whether a proposal should be submitted or not based on content
 is not the responsibility of a research office. The only reason a research off
ice should deny permission to submit is if sponsor or university policies, proc
edures, and guidelines are violated.
