I would like to thank everyone that responded to my question regarding
donated computer equipment.  Your responses were very helpful.

My institution is currently reorganizing and along with that comes a
change in procedures.  We are looking into setting up a committee that
will review grants and/or projects in their preliminary stages. A decision
as to whether or not the project fits the mission of the school and should
the school support such a project will be made by the committee.   The
committee will also decide on the priority of projects when it comes to
raising funds for a challenge grant.

Does anyone have anything like this at your institution? What method has
proven to be successful for you?  This is very preliminary, so any
comments and suggestions will be welcomed.
