What type of justification do institutions require for revisions to A-21
required "time and effort" reports? Does your institution require justification
for retroactive changes (especially retro changes after more than 120 days).
Does your institution prohibit such changes or require additional
justification. Any information would be useful.  We are looking at possible
revisions to our procedures on this matter.
