In response to Dolores Markey's query:

We still require a detailed budget for our Financial Services to approve
at the time the noncompeting continuation is submitted.  For our research
center, I prepare the budgets and have not experienced anything more than
the usual reluctance from some investigators who do not wish to do anything
with numbers and dollar signs.  We would have to do this when the Award
Notice arrives, so it's just as easy to do it while we're doing the
application.
