As we just went through the first go-round using the streamlined process,
and no policy had really been established, I sent the Face Page of the
renewal and the original notice of award to our special funds office and
that seemed to satisfy them.  It was more difficult to convince the PIs
that we really didn't have to do the budget page!  The PIs also neglected
to actually answer the three questions, i.e. significant rebudgeting,
changes to other support, and any unobligated balance.  So we had to send
followup letters stating the answers.
