Allowing faculty to work "one day a week" on consulting and being
paid overload are separate issues.  Many universities encourage
faculty to consult but they don't get paid by the institution for it.

Sponsored agreements pose special problems because pay for services
must come through the institution, subject to A-21.

FTE and outside employment/extra compensation policies and practices
must be compatible.  With CAS and DS-2 we must identify our
estimating, accumulating and reporting practices and how they
interact.
