Under the Plan/Confirmation Method (esample from J8, A-21), the first
step is to set up the "plan".  Suggestion:  use the departemntal
activity report (assuming they're available).  Many
departments/colleges require such at the end of a fiscal year. They
might include proposals submitted, classes taught, students advised,
books reviewed, papers delivered, etc.

As for the measurement, A-21 gives us lots of flexibility and ASBCA
cases from the private sector are filled with cases resolved in
contractors' favor re "benefits" to sponsored agreements.

The definition of FTE is especially difficult when patient care is
involved because total compensation is not necessarily synonymous
with J8 workload.  The same is true for all professional school
faculty.

Having a "baseline" definition is only part of the problem.
Determing when a significant change takes place is even tougher to
do.
