We are looking at decentralizing our property disposition procedures and I'm
wondering if any of you out there have such a decentralized system that
really works.  By decentralized I mean that the individual departments would
dispose of property, but there would be notification centrally regarding
inventory, etc.  Frankly, my biggest concern with such a system is who
provides the guidance as to whether permission is needed for such
disposition (by the funding agency) and, as we look toward CAS, if one
department is selling to another, who is setting prices and how.

I will appreciate any words of wisdom (or, as a matter of fact, any words at
all!)
