At Yale, the Office of Grant and Contract Administration is responsible for
sending in negative reports.  When a report is due, we contact the PI to find
out if anything has been discovered.  If not, we sign and submit the negative
invention statement.  Reporting patents is the responsibility of the Office of
Cooperative Research (Yale's Tech Transfer office)--they contact the agencies
