I think that if you look at the Federal Regulations a little closer, you
will find that they will defer to another's policy if that policy is at
least as restrictive as the Federal policy.

Here in the University of Maine Systen, we enforce the University travel
policy for all travelers, whether they are traveling on grant funds or
State tax dollars/tuition.  I am unaware that we have ever had an audit
concern by pursuing this path.
