A committee of The Ohio State University Research Foundation's Sponsored
Programs Office is reviewing a timeline for proposal submission services. We
would appreciate answers and insights you may have to any of the following
questions.  Please e-mail your responses to me, and I will post a summary,

1. If faculty have questions about how to complete
 a grant application, who, or what office, do they contact?
2. Who copies and/or mails the proposal?
3. What university office provides final proposal
 review and institutional signatures?
4. To what extent is proposal review performed by this office
 (e.g. budget certifications, conformance with guidelines)?
5. Who must approve a deviation from the federally negotiated rate,
 and what are the steps a faculty member must take to apply?
6. What office provides the majority of proposal development
 assistance (i.e. Office of Sponsored Programs, academic departments,
 other)?
7. What pre-award/submission services are offered by your office
 (e.g. budget preparation, proposal copying)?
8. How many days in advance (minimally) must a proposal be in your office to
 obtain institutional signatures?
9.  How are last minute proposals handled? Signatures only? Full review?
10. Are institutional signatures ever provided without any review? Under what
 circumstances?
11. Is there a cut-off deadline after which signatures absolutely will not be
 given?
12. How many proposals were submitted during your last fiscal year?
13. Does your office provide a proposal submission timeline or list of services
 to faculty and/or internally to staff?
