Has anyone out there negotiated with Raytheon?  We are being
asked to submit a proposal that contains terms and conditions that
none of us would accept.  Raytheon refuses to discuss the terms and
conditions of funding at this time and we suspect that they may
continue to be non-negotiable if and when the proposal is funded.

    Another question; how many of you negotiate or indeed sign off on
terms and conditions, if required to, at the proposal submission
stage?
