It is NOT "common practice" at the University of Arkansas, Fayetteville
Campus to wait until the time of award for a research protocol involving
human subjects to be reviewed by the IRB.  It is UA's policy and procedure
for reviews to be accomplished during the proposal phase.  There are, of
course, a small number of slow minded individuals who do not submit their
IRB protocols until the proposal due date, or thereabout. These situations
are followed closely to insure the IRB reviews the protocol ASAP.

Your faculty member's statement about the University of Arkansas is incorrect.
