It is worth noting that under section ___.103.f. of the Notice of
Federal Policy for the Protection of Human Subjects - it states:
"An institution with an approved assurance shall certify that each
application or proposal for research covered by the assurance and by
section ___.03 of this Policy has been reviewed and approved by the IRB.
Such certification must be submitted with the application or proposal or by
such later date as may be prescribed by the department or agency to which
the application or proposal is submitted."
I am not aware of any agency that formally permits IRBs to wait until
the time of award to complete the review. This could be potentially quite
wasteful of time and money for peer review for projects that would not be
granted institutional approval as proposed.
