Here at Wright State (obviously much smaller the NU but since you asked I'll
give you my two cents worth):

 1. Does anyone out there track "faculty effort" in order to
determine if faculty are overcommitting themselves on sponsored
projects?

 No.  In my opinion faculty effort would be difficult to track this
way because so many proposals are not funded.  Besides if a faculty membr has
two projects paying for 50% FTE, 2 proposals pending for 50%FTE, I don't want
to discourage him/her from submitting another proposal.

 2. Does anyone keep track of space and facility usage with
regard to sponsored projects on their system?

 No.  We leave that to the departments for future activities.  The
space components of the IDC study are done by survey each year.

 3. Do you keep track of outyear funding at the time of an
initial award (on your system)?

 No.  We keep track of out year proposed amounts at the time of
submission.  There are so many variables in out year funding (IDC rates being
the most obvious but agency budgets actually have more impact) that it makes
no sense to keep the data.
