Yes, they are.  They are also available from Rice via Gopher.  I believe
they have templates for both MAC and PCs.  We recently compiled a proposal
using them (the MAC version) and I recommend them.  The budget template is
set up nicely.  It prompts you for start date and number of years in order
to create a file complete with cumulative budget with formulas tied in to
all years.
