I have unlimited signature authority for proposals.  Contractural documents
(not acceptance documents) currently must be signed by a Board rep. e.g.,
system president or vp for finance and admin.  There are plans for our Board
to delegate a limited amount of contract signature authority (standard
contracts) to the campus chancellor.  This authority will be delegated
further to me.
